In 2022, the selection of key projects in Qingdao will focus on industrial leadership, strengthen investment driving, pay attention to output benefits, highlight planning and reserve, advance planning, careful demonstration, pay attention to actual results and careful screening, and take overall consideration of project size, construction conditions, enterprise strength, technological advancement and social benefits.

Focus on industry leadership. In close accordance with the 14th Five-Year Plan and centering on the Fourth New Economy, we will foster strategic emerging industries, emphasize the leadership of entities and high-end equipment manufacturing, give priority to digital industries and other new-generation information technology industries, focus on replacing old growth drivers with new ones, expand industrial chains and strengthen weak links in industries.

We will strengthen investment drive. The planned total investment is more than 300 million yuan (RMB), the preliminary work is solid, the basic procedures are complete, the construction conditions are mature, the key construction projects can start construction next year, forming a large physical workload, the plan is to complete the investment of more than 100 million yuan (RMB).

Focus on output benefits. Implement the new development concept, adhere to the "output theory of hero", pay more attention to project investment intensity, output benefits, optimize the allocation of resources, guide industrial agglomeration development, promote land conservation, intensive and efficient use, and support the high-quality development of Qingdao with more high-quality projects.

Highlight the planning reserve. To scientifically plan a number of overall and long-term major projects to be incorporated into the municipal key project reserve pool, and the newly added municipal key projects shall, in principle, be selected from the key project reserve pool for application. In accordance with the principle of "new field and great potential", a number of projects that have been included in the annual work plan, have not completed all kinds of approval procedures and preliminary work, and do not meet the conditions to start construction in that year are sorted out as key municipal preparatory projects.

Targeting, stronger and better municipal key projects

Broaden the source of the project, the "volume" is larger. We will work hard to tap the potential of reserve projects. For some large projects that are ripe for development, we will take the initiative to serve them in the forefront, accelerate the preliminary work of the projects, and incorporate them into key municipal projects in time for 2022. We should closely link up the "double recruitment and double introduction" and establish the whole process tracking and supervision mechanism from the introduction to the implementation of the project. A number of "double recruitment and double introduction" projects with large investment scale, strong driving and leading, and excellent development quality and efficiency have become the new force of municipal key projects.

Optimize the project structure, highlighting the "four new". Project planning not only depends on scale and structure, but also pays more attention to growth, leadership and efficiency, vigorously develops the "Four New economies", and firmly follows the green and low-carbon development path with new development concepts. Among the 416 key projects, 238 were "Four New Economy" projects, with a total investment of 415.506 billion yuan, accounting for 57.2% and 44.8% of the total investment. In terms of industry, the top 3 key projects are high-end equipment industry, new-generation information technology industry and new energy and new material industry, with 67, 34 and 32, respectively, accounting for 44.33%.

Strengthen guidance and drive, highlight "key points". In accordance with the principle of large investment, high quality and strong driving, taking into account industrial fields, 36 projects (with a total investment of 246.92 billion yuan, accounting for nearly 40%) of the 300 key construction projects are selected as major municipal projects, which will be coordinated and promoted as the top priority. Subsequently, they will be reported to municipal leaders to supervise the war in person. To coordinate resources and lead the construction of key municipal projects

We will make comprehensive efforts to overcome difficulties and dynamically promote implementation. According to the Measures for the Promotion and Management of Key Project Construction of Qingdao City, project promotion and reserve should be carried out as a whole, major projects should be actively planned and creative, major projects should be attracted, and key project reserve of the city should be established. The Municipal Development and Reform Commission implemented the dynamic adjustment requirements of key projects, took the initiative to connect with all districts, cities and functional areas, focused on all kinds of big projects newly negotiated, timely included the qualified projects into the municipal key projects to accelerate progress, created the atmosphere of key projects, and set off the climax of key projects.

Strengthen factor guarantee and improve service efficiency. Implementation of the "factors follow the project" mechanism, the district (municipal) government and relevant departments actively cooperate, in the land, capital, approval and other elements of the key project support priority, optimize the construction environment of key projects. The supply of new construction land for key projects in the city shall be implemented in accordance with the project construction time sequence and the requirements of economical and intensive land use, and in accordance with the principle of guaranteeing all the land. We will increase financial support for key municipal projects, encourage and guide various forms of funds to invest in key municipal projects. To carry out the reform of "decentralization, management and service", accelerate the process reengineering, adopt measures such as acceptance of capacity and absence, centralized handling and parallel approval, establish and improve green channels, and provide high-quality and efficient services for the whole life cycle of projects in accordance with laws and regulations. At the same time, we will give full play to the role of state-owned enterprises, make full use of state-owned investment platforms, strengthen the function of attracting investment from capital, and stimulate the vitality of social investment through attracting investment.

Strengthen supervision, strengthen tracking and inquiry. Strengthen project scheduling through multiple channels, methods and frequency, and grasp project construction progress in time. Monthly reports on the progress of key municipal projects will be formed to guide all districts, cities and units to gather their strength to overcome difficulties and achieve effective results. Organize and carry out on-site supervision of key projects, and focus on supervising projects with slow progress in preliminary work and lagging construction progress. We will carry out the main responsibilities of projects, target key areas and problems, strengthen human, material and financial support, improve the project management mechanism, and promote the timely implementation and completion of key projects. In accordance with the principle of "advocating practical work, focusing on performance and not doing virtual work", we encourage problems to be discovered, studied and solved at the front line of projects, and form a good guidance of "evaluating ability by solving practical problems and evaluating performance by developing projects with high quality".
