Deep ocean aquaculture mainly refers to the way of large-scale and efficient aquaculture in the far-reaching sea with gravity cage, truss cage, aquaculture platform, aquaculture boat and other large fishery equipment as the main body, supported by mechanization, automation and intelligent equipment technology. Vigorously developing far-reaching Marine aquaculture is of great significance to optimizing the spatial layout of aquaculture, promoting the transformation and upgrading of Marine fisheries, ensuring national food security, improving the national diet structure, and implementing the Healthy China strategy. According to the "Opinions of the Central Committee of the Communist Party of China and The State Council on Comprehensively Promoting the Key Work of Rural Revitalization in 2023", the "Opinions on Accelerating the Green Development of Aquaculture Industry" and other documents of the Ministry of Agriculture and Rural Affairs and other ten departments, the implementation of the national "14th Five-Year Plan" Marine, fishery, shipbuilding industry and other planning and deployment, now put forward the following opinions on accelerating the development of far-reaching Marine aquaculture.

First, accurately grasp the overall requirements.  Adhere to market leadership. Give full play to the decisive role of the market in the allocation of resources, better play the role of the government, with aquaculture producers and operators as the main body, guided by market demand, the whole industrial chain and the whole link to promote the development of far-reaching Marine aquaculture. Adhere to scientific layout. Reasonable planning and layout of far-reaching Marine aquaculture, improve the policy management system, and accelerate the formation of a standardized and orderly development of far-reaching Marine aquaculture spatial pattern, industrial structure and production mode. We will continue to lead by science and technology. Promote interdisciplinary joint research, strengthen research and innovation in far-reaching Marine aquaculture technology and facilities and equipment, and constantly improve the level of information, intelligence and modernization. Adhere to green ecology. The concept of green development will run through the whole process of far-reaching Marine aquaculture, strengthen ecological environmental protection, and promote the coordinated development of production and ecology. We will pursue safe development. We will guard against and defuse production and business safety risks, and effectively ensure the safety of people's lives and property, biosafety and product quality.

Second, optimize the spatial layout of breeding. Encourage the development of aquaculture water in more than 10,000 cubic meters of far-reaching Marine aquaculture fisheries, of which, truss type cages and aquaculture platforms, aquaculture boats in principle deployed in the low tide water depth of not less than 20 meters or more than 10 kilometers offshore sea, gravity cage deployment sea water depth of not less than 15 meters. To engage in far-reaching Marine aquaculture, it is necessary to meet the requirements of territorial spatial planning and the planning of aquaculture waters, and to carry out far-reaching Marine aquaculture in internal waters and territorial waters, it is necessary to apply for the Certificate of real estate Right (registered as the right to use the sea area) and the Certificate of Beach Aquaculture in the Waters according to law. To carry out far-reaching Marine aquaculture in the exclusive economic zone and continental shelf, it is necessary to comply with the requirements of the State on the management of space utilization in the waters of the exclusive economic zone and continental shelf. Relying on far-reaching Marine aquaculture to carry out tourism, catering, accommodation and other production and business activities, to obtain the relevant competent authorities and accept supervision.

Third, promote the development of the whole industrial chain. We will actively focus on key links such as equipment manufacturing, aquaculture production, processing and distribution, and brand cultivation to promote the integration and coordinated development of the primary, secondary and tertiary industries, and constantly improve the overall efficiency of the industry. Vigorously promote healthy farming, according to the environmental carrying capacity, scientifically determine the farming mode, variety and density, and standardize the use of state-approved veterinary drugs, feed and feed additives to ensure product quality and safety. Do a good job in the aquaculture seed industry, cultivate the own varieties suitable for far-reaching Marine aquaculture, encourage the breeding of local species, and scientifically demonstrate the breeding of exotic species, and take effective measures to prevent escape. Actively develop the processing and circulation of aquatic products, strengthen the construction of cold chain logistics facilities for storage and preservation at origin, improve the quality responsibility system for aquatic products, establish a quality traceability mechanism, and cultivate regional high-quality and distinctive brands. We will encourage the creation of state-level demonstration zones for healthy aquaculture and ecological aquaculture of far-reaching Marine aquaculture types.

Fourth, strengthen ecological and environmental protection. Far-reaching Marine aquaculture projects shall carry out environmental impact assessments in accordance with the Marine Environmental Protection Law of the People's Republic of China and other laws and regulations, and avoid the relevant ecological protection red lines and natural protected areas. The producers and operators of far-reaching Marine aquaculture shall use conforming fuel in accordance with the law, equip themselves with pollution prevention facilities and equipment such as oily sewage, aquaculture waste and domestic waste treatment, collect, treat and discharge pollutants in accordance with relevant pollutant discharge standards and requirements, and properly dispose of abandoned and used far-reaching Marine aquaculture equipment in accordance with the law.

Fifth, promote industrial scientific and technological innovation. Relying on national scientific research programs and other projects, we will increase support for the research and development of far-reaching Marine aquaculture technology, and promote the integration of industry-university-research and application. The research and development of advanced breeding technology and equipment will be promoted by focusing on core breeding technologies such as improved seed selection, scientific disease prevention and efficient feeding, wind-wave resistant breeding equipment, high-strength anti-adhesion mesh clothing, underwater cleaning robots, automatic precision feeding, mechanized fish harvesting, product processing, storage and preservation cold chain and other key facilities and equipment. Accelerate the transformation and application of achievements, improve relevant technical systems and norms and standards, and improve the safety and economy of far-reaching Marine aquaculture. Encourage the realization of full-process mechanized production and intelligent management and control in far-reaching Marine aquaculture, and carry out experiments and demonstrations of advanced aquaculture systems in unmanned fisheries.

Sixth, implement inspection registration requirements. The aquaculture vessel shall pass the inspection of the ship inspection agency, obtain valid statutory inspection certificates and documents, and conduct regular operation inspection. Aquaculture workers' vessels shall be registered as aquaculture fishing vessels in accordance with the Measures of the People's Republic of China for the Registration of Fishery Vessels. The construction of gravity cages, truss cages and breeding platforms shall meet the technical requirements of relevant codes and standards, and the competent department designated by the local people's government shall formulate rules for registration. Provincial agriculture and rural (fishery) departments shall establish far-reaching Marine aquaculture dynamic ledger, timely grasp the basic information of far-reaching Marine aquaculture facilities and equipment, production and operation status, etc., and submit it to the Ministry of Agriculture and Rural Affairs before the end of June and December each year.

Seventh, strengthen production safety measures. Far-reaching sea aquaculture producers and operators should implement the main responsibility for safety production, formulate emergency plans, equip with safety facilities and equipment commensurate with the scale of production, as well as management and operation personnel, establish a safety management system such as daily maintenance and safety production training, and regularly investigate safety hazards. The producers and operators of aquaculture vessels shall implement the system of fishery crew members holding certificates to take up their posts, allocate duty crew members, strengthen the implementation of port entry and exit reporting system, and comply with the relevant provisions of the Maritime Traffic Safety Law of the People's Republic of China when sailing at sea and anchoring. Far-reaching Marine aquaculture producers and operators should evacuate all personnel in a timely manner according to the early warning information issued by meteorological, natural resources (Marine) and other departments in accordance with the requirements of the local government, and if necessary, aquaculture vessels should enter the port or anchorage in accordance with the law. The equipment for boarding far-reaching Marine aquaculture facilities shall comply with relevant laws and regulations, the number of personnel shall not exceed the number of nuclear passengers, comply with safe operation procedures, and wear standard life jackets. The navigation of relevant facilities and equipment to and from the dock shall comply with the international maritime collision avoidance rules.

Eighth, improve regulatory coordination mechanisms. Establish a far-reaching cooperation mechanism for Marine aquaculture supervision and management led by the agricultural and rural (fishery) departments at the same level and participated by all relevant departments to promote the standardized development of the industry. The agriculture and rural (fishery) department is responsible for the supervision and management of far-reaching Marine aquaculture production, the natural resources (Marine) department is responsible for the supervision and management of the use of far-reaching Marine aquaculture waters, the ecological environment department is responsible for the supervision and management of far-reaching Marine aquaculture ecological environment, and the maritime department is responsible for the navigation safety supervision and management of gravity cages, truss cages and aquaculture platform construction operations. Fishery law enforcement agencies and coast guard agencies respectively supervise and inspect aquaculture activities on the inside and outside of the no-fishing zone line of the bottom trawl of motor fishing boats, and coast guard agencies and local Marine and ecological environment integrated law enforcement teams supervise and inspect the sea and ecological environment for far-reaching Marine aquaculture in accordance with their duties. Tourism, catering, accommodation and other production and business activities that rely on far-reaching Marine aquaculture shall be supervised and administered by departments designated by local people's governments. All departments shall, in accordance with the division of their respective functions, investigate and punish corresponding illegal acts in accordance with the law, strengthen work coordination, and form a coordinated supervision pattern.

Ninth, increase policy support. We will strengthen far-reaching Marine protection for aquaculture, simplify approval procedures, and reduce or waive fees for Marine area use in accordance with the law. The natural resources (Marine) department of the people's government at the city and county levels shall conduct the overall sea area use demonstration for the aquaculture areas selected according to the territorial spatial planning in accordance with the provisions, and the units and individuals will no longer conduct the sea area use demonstration when applying for aquaculture sea, except for special provisions. Support all kinds of far-reaching Marine aquaculture equipment that meet the requirements and be included in the "First (set) Major Technical Equipment Promotion and Application Guidance Directory". We will increase support for the development of far-reaching Marine aquaculture, focusing on increasing investment in facilities and equipment construction, revitalization of the aquaculture seed industry, prevention and control of major diseases, research and development of feed and veterinary drugs, and cultivation of the whole industrial chain, and provide policy support in credit and insurance. Establish a diversified investment mechanism with government guidance, self-financing by enterprises and participation of social funds, and improve a far-reaching socialized service system for Marine aquaculture.

At last, strengthen work organization and leadership. All regions and departments should fully understand and deeply understand the significance of accelerating the development of far-reaching Marine aquaculture, effectively strengthen the organization and leadership of far-reaching Marine aquaculture development work, give full play to the role of far-reaching Marine aquaculture supervision and management cooperation mechanism, constantly improve the relevant management system, and form a regulatory force. All localities should carefully summarize the experience of far-reaching Marine aquaculture development in recent years, fully evaluate economic, safety, environmental protection and other factors in accordance with the requirements of this opinion, formulate and improve the development plans and implementation plans of far-reaching Marine aquaculture in their own regions according to local conditions, clarify the goals and tasks, work responsibilities and supervise the implementation mechanism, and ensure that various measures are effective.
