On the morning of January 19, 2026, the signing ceremony of the strategic cooperation agreement between Hunchun Municipal People's Government and Qingdao Qicai Seed Technology Co., Ltd. (hereinafter referred to as Qicai Tech) was held in the Standing Committee Conference Room of Hunchun Municipal Party Committee and Municipal People's Government.

 Zhang Linguo, Mayor of Hunchun City and Director of the Management Committee of Hunchun Marine Economic Development Demonstration Zone, presided over the ceremony. Park Yonghu, Vice Mayor of Hunchun Municipal People's Government, and Liu Ming, General Manager of Qingdao Qicai Seed Technology Co., Ltd., signed the agreement on behalf of the two parties respectively. The witnessing attendees included Yu Lin, Vice Mayor of Hunchun Municipal People's Government; Cui Zhenzhe, Director of Hunchun Municipal Bureau of Agriculture and Rural Affairs; Liu Rulin, Chairman of Hunchun Urban Investment Group; Wang Yan, General Manager of Hunchun Xinfeng Animal Husbandry Co., Ltd.; Gong Qingli, Professor of Ocean University of China, Vice President of Qingdao Blue Seed Industry Research Institute and Chairman of Qingdao Qicai Seed Technology Co., Ltd.; Gao Peng, Deputy General Manager of Dalian Haifa Group, and Fu Lei, Minister of Strategic Investment Department of Dalian Haifa Group.

The signing marks a crucial step taken by both sides in implementing the national strategies of rural revitalization, seed industry revitalization and far-sea aquaculture. The two parties will jointly build a national-level flagship demonstration project for king salmon industry, injecting strong impetus into the high-quality development of regional marine economy.

In accordance with the agreement, both sides will focus on the construction of the Longkou King Salmon Seed Industry and Recirculating Aquaculture Industrial Park in Hunchun City. The project covers a planned land area of 160,000 square meters with a planned construction area of over 140,000 square meters and a total investment of 700 million yuan, including 500 million yuan in fixed asset investment and 200 million yuan in initial working capital. Upon completion, the annual production capacity of king salmon will reach 5,000 tons. The scale will be expanded in light of future development needs, striving to build the world’s first 10,000-ton-level zero-carbon industrial park for king salmon.

 At the signing ceremony, both sides agreed to take this cooperation as an opportunity to further improve the communication, coordination and project advancement mechanisms, strengthen government-enterprise collaboration, capital empowerment and scientific and technological support. They will actively explore a new model integrating breeding, propagation and cultivation for aquatic seed industry as well as land-based recirculating aquaculture. Jointly, the two parties will develop the Laolongkou Area of Hunchun into a vital high-quality protein supply base and a green fishery demonstration zone in northern China, providing solid support for boosting rural industrial revitalization and practicing the national strategic vision of “securing food resources from rivers, lakes and seas”.

  This cooperation signifies a pivotal breakthrough for Hunchun in developing a modern marine industrial system and deepening cross-regional agricultural sci-tech cooperation. It also offers a new practical path for the transformation, upgrading and high-quality development of fishery industry in Jilin Province and even the entire Northeast China.
