On March 17, 2026, Qingdao Qicai Seed Technology Co., Ltd.(hereinafter referred to as Qicai Tech) signed a cooperation agreement with Yanzhou District People’s Government of Jining City and Qingdao Blue Seed Industry Research Institute. Through strong alliance and joint efforts for win-win results, the three parties officially launched the construction of a trillion-yuan full industrial chain salmon seed industry base in Yanzhou, Shandong. With a total planned land area of 500 mu and a fixed asset investment of 800 million yuan, plus supporting working capital of 300 to 400 million yuan, the project will build a 10,000-ton production capacity industrial park integrating seed breeding and commercial fish culture. It will conduct large-scale breeding of Atlantic salmon, king salmon, coho salmon, triploid steelhead trout and other varieties, and steadily supply the market with 1–2kg large-size fry and 4–7kg finished salmon in the future.

This cooperation is an important practice for the three parties to implement the national strategies of rural revitalization, seed industry revitalization and the broad food security concept, as well as a model example of government-enterprise-research collaborative advancement of aquaculture industry upgrading. In accordance with the agreement, the three parties will leverage their respective advantages, clarify division of labor and collaboration, and establish an efficient cooperation system featuring "government empowerment and guarantee, scientific research and technical support, and enterprise implementation and operation".

Yanzhou District People’s Government of Jining City: It will give play to local overall planning advantages, coordinate the supporting guarantees of project land, water, electricity and other infrastructure throughout the process, accurately connect with local state-owned capital platforms and third-party capital, provide all-round policy and resource support for project investment and financing, construction and operation, and build a high-quality platform for industrial development.

Qingdao Blue Seed Industry Research Institute: Empowered by top-tier scientific research strength, it will focus on the collection of salmon germplasm resources and the research and development of core breeding technologies, and carry out technological innovation in formulated artificial feed and special vaccine research and development, providing cutting-edge technical support for the project and solving the core technical difficulties in salmon breeding.

Qicai Tech: As the core entity for project implementation and operation, it will take the lead in key links such as salmon germplasm selection and cultivation, artificial hatching and fry rearing, focus on the research, development and large-scale application of land-based recirculating aquaculture equipment and breeding technologies. Meanwhile, it will cooperate with Yanzhou District state-owned capital platforms to promote the joint operation of the park, and build a full industrial chain of salmon including breeding, propagation, cultivation and promotion.
