Special implementation plan for modern facility fishery construction

I. General requirements

(I) Developing ideas. With the goal of consolidating and improving the comprehensive production capacity of facility fisheries, guided by expanding production capacity, adjusting structure and optimizing layout, and focusing on promoting standardized pond transformation, developing factory aquaculture, developing saline-alkali land aquaculture, building large-scale intelligent aquaculture farms in the deeper off-shore sea, and upgrading the infrastructure of fishing ports, accelerate the implementation of a number of key projects of modern facility fisheries. Actively expand the space for green aquaculture of facility fisheries, develop food sources through multiple channels, comprehensively improve the quality, efficiency and competitiveness of facility fisheries, ensure a stable and safe supply of aquatic products, and better meet the people's needs for high-quality aquatic products and a beautiful aquatic ecological environment.

(Ii) Objectives and tasks. By 2025, 140 pond facilities fisheries farms, 60 factory facilities fisheries farms, 25 saline-alkali land facilities fisheries farms, 40 deeper off-shore sea large-scale intelligent aquaculture farms, 45 central fishing ports and 40 first-class fishing ports will be built.

By 2030, 340 pond facilities fisheries farms, 152 factory facilities fisheries farms, 60 saline-alkali land facilities fisheries farms, 99 deeper off-shore sea large-scale intelligent aquaculture farms, 60 central fishing ports and 80 first-class fishing ports will be built, leading to the standardized transformation of about 17 million mu of ponds nationwide. About 15 million cubic meters of modern industrial aquaculture water bodies were added, the saline-alkali land facility fishery aquaculture area was about 30,000 mu, and the profound sea aquaculture water body was about 5 million cubic meters, basically forming a modern facility fishery development pattern with reasonable layout, wisdom and efficiency, green and safe, and strong security.

       Ii. Construction priorities

(I) the construction of ponds and factory intensive facilities of fish farms

1. Build goals. To promote the standardization of aquaculture ponds and the construction of factory-intensive facilities and fisheries across the country, and build 340 pond facilities and 152 factory-intensive facilities and fisheries farms in the advantageous areas for aquaculture in inland and coastal waters, driving the standardization of ponds across the country of 17 million mu and the addition of 15 million cubic meters of modern industrial aquaculture water bodies. Further improve the comprehensive production capacity, resource utilization rate, facility and equipment level and sustainable development capacity of pond and factory intensive aquaculture, and promote the green and high-quality development of aquaculture.

2. Key construction tasks. In order to optimize the use of beaches in traditional aquaculture areas and accelerate the development of green and efficient intensive aquaculture, speed up the construction of a number of ponds and factory intensive facilities fisheries farms, and promote the facilities aquaculture model such as pond engineering recycling water, factory recycling water, and indoor aquapiculture.

-- Build pond facilities for fishery farms. The implementation of standardized pond transformation, the construction of pond facilities fisheries farm, a single pond concentrated more than 2000 mu, focusing on supporting drainage and water treatment facilities and equipment. Promote the technical model of pond engineered circulating water culture. According to the characteristics of fish, shrimp and crab ponds, water quality control, bottom quality control and accurate control are carried out in the ponds through functional area construction, multi-nutrient level construction, intelligent machinery configuration, etc., to achieve efficient and intensive culture. In the culturing area, ecological purification channels, sedimentation ponds, ecological ponds, composite constructed wetlands and comprehensive farming system of agriculture and fisheries are used to construct ecological purification treatment of aquacultural tail water.

-- Build factory-intensive facilities for fishing farms. According to the standard of 30,000 square meters of workshop area of a single farm, the construction of industrial intensive facility fishery farms, focusing on the precision feeding, classification counting, harvesting and harvesting, water quality monitoring, tail water treatment and other facilities and equipment. Promote the technical model of factory circulating and fish and vegetable symbiotic aquaculture, and realize the recycling of more than 85% of aquaculture water through the integration of water treatment technologies such as physical filtration, biological purification, sterilization and disinfection, degassing and oxygenation.

3. Layout construction. Freshwater ponds and factory intensive facilities are mainly built in Shanghai, Hubei, Hunan, Jiangxi, Anhui, Chongqing, Sichuan, Guizhou, Yunnan, Inner Mongolia, Henan, Ningxia, Shaanxi, Xinjiang, Heilongjiang, Jilin, as well as the inland areas of Hebei, Tianjin, Jiangsu, Zhejiang, Shandong, Liaoning, Guangdong and Guangxi. The construction area of seawater ponds and factory intensive facilities is mainly distributed in the coastal areas of Liaoning, Tianjin, Hebei, Shandong, Jiangsu, Zhejiang, Fujian, Guangdong, Guangxi, Hainan and so on.

(Ii) Construction of low-lying saline-alkali land facilities fishery farms

         1. Build goals. Strengthen the exploitation and utilization of resources in saline-alkali waters, actively develop saline-alkali water facilities and fishery aquaculture, build 60 saline-alkali land facilities and fishery farms, focus on strengthening the integrated application of technology and equipment, explore and popularize the technical model of "reducing salt and treating alkali through fishing", constantly expand the development space of fisheries, and promote the effective treatment and utilization of saline-alkali land.

         2. Key construction tasks. Make full use of aquaculture technology and soil and water integration engineering technology, scientific layout of field and pond structure, strengthen technology integration and application, effectively promote saline-alkali land pond culture, "fishing to reduce salt and alkali" agriculture and fisheries comprehensive utilization model, aquaculture ponds meeting the requirements of standardized ponds, aquaculture tail water to achieve standard discharge or recycling.

         -- Scale and content of construction. A single pond 10 ~ 30 mu, concentrated contiguous 500 mu or more, the construction of saline-alkali land facilities fishery farm. It is equipped with facilities and equipment such as feeding, oxygenation, vaccine injection, picking and harvesting, sorting and grading, quality preservation, water quality monitoring, aquatic plant management and protection, and tail water treatment.

         -- Suitable breeding species and models. Select suitable saline-alkali land aquaculture species, including pacific white shrimp, river crab, carp, grass carp, golden carp, barracuda, tilapia, freshwater white fish, California perch, etc. Explore and popularize the aquaculture model of saline-alkali land facilities, focus on the multi-species ecological and efficient aquaculture of saline-alkali ponds, and the comprehensive utilization model of saline-alkali washing and drainage water fishery in saline-alkali land.

        3. Construction layout. The construction of saline-alkali land facilities fishery farms is mainly distributed in the Northeast ecological culture zone, North China comprehensive culture zone, Northwest efficiency culture zone, East China quality improvement culture zone, Xizang ecological conservation zone and along the Yellow high-quality development zone, and the corresponding breeding mode is selected according to local conditions.

(Iii) Build deeper off-shore large-scale intelligent aquaculture and fishing farms

       1. Build goals. Optimize the spatial layout of aquaculture, actively develop fisheries in far-reaching sea facilities, and build 99 large-scale intelligent aquaculture farms in far-reaching sea. With gravity cage, truss cage and aquaculture boat three types of aquaculture facilities, accelerate the construction of "land and sea overall planning" deeper off-shore marine aquaculture industry model and technical system, gradually improve the intelligent level of China's deeper off-shore marine aquaculture equipment, form large-scale marine aquaculture production group, and effectively expand the deeper off-shore marine aquaculture space.

 2. Key construction tasks. By using the high-quality water quality conditions and water exchange capacity of deeper off-shore sea, through scientific site selection, rational layout of aquaculture and fisheries, the application of advanced fish healthy aquaculture technology, combined with supporting equipment such as engineering aquaculture feeding and information monitoring, and integrating modern technology and equipment such as the Internet of Things and big data, the industrialization and efficient production of deeper off-shore sea facility aquaculture of fish is realized.

 -- Gravity cage culture model. The 50 standard cages with a circumference of 40 meters are a gravity cage facility fishery farm, and the effective aquaculture water body of a single farm is designed to be no less than 30,000 cubic meters, the application of high-strength anti-adhesion net clothing materials, and the key equipment is configured for underwater monitoring, automatic precision feeding, net clothing cleaning, and aquaculture environmental protection.

 -- Truss type cage culture model. The single cage design effective aquaculture water body is not less than 10,000 cubic meters, the application of high-strength anti-adhesion mesh material, focus on remote feed transmission, automatic feeding, dead fish recovery, adult fish automatic gathering, mechanized catching, mesh cleaning, farmed fish and environmental monitoring, clean energy configuration, collision avoidance equipment, safety warning, aquaculture waste collection and other equipment.

     -- Aquaculturist boat mode. Single cabin culture structure aquaculture water body is not less than 80,000 cubic meters, equipped with remote feed transmission, automatic feeding, oxygen replenishment, mechanized catching, aquaculture cabin wall cleaning, aquaculture fish and environmental monitoring, safety warning and ship-shore integrated Internet of Things information system, aquaculture waste collection, seawater desalination, marine cold chain logistics and other production and environmental protection facilities and equipment.
 3. Construction layout. The construction layout is optimized based on the natural climate conditions of various sea areas. The temperature difference of sea water in the Yellow Sea area is large throughout the year, and gravity cages and aquaculture boats are the main ones. The East China Sea is affected by water temperature and typhoon, mainly truss cages and aquaculture boats; Typhoons are frequent in the South China Sea, but the space is vast, mainly in the form of reef gravity cages, truss cages and multiple combinations of aquaculture boats.
(Iv)Building and upgrading coastal fishing port infrastructure
 1. Build goals. In the important coastal fishing areas and the sea areas in the typhoon path, the construction and upgrading of 60 central fishing ports and 80 first-class fishing ports, improve the wind shelter level of fishing ports and the safety and wind shelter capacity of fishing vessels, improve the development and utilization capacity of marine resources, promote the development of fishing areas, and build coastal fishing port economic zones.
 2. Key construction tasks. Support the construction of water and land structures such as breakwaters, sand barriers, wharves, revetment, roads in port areas, integrated management facilities of fishing ports, and fish unloading sheds, as well as supporting facilities such as dredging, land formation, communication and navigation assistance, mooring, monitoring, power supply, lighting, water supply and drainage, fire protection, pollution prevention and control of harbor channels. Support the construction of aquatic product trading markets, refrigerated ice factories, rope net factories, repair yards, material supply facilities, etc.
 -- Build a central fishing port. The annual fish cargo unloading capacity of the central fishing port is not less than 80,000 tons, the effective covered water area in the port is not less than 400,000 square meters, the length of the dock is not less than 600 meters, and the land area is not less than 200,000 square meters, which can meet the needs of more than 800 large, medium and small fishing boats for anchorage, wind shelter and replenishment, and the comprehensive wind protection grade of the fishing port is above 11.
 -- Build first-class fishing ports. The annual fish cargo unloading capacity of the first class fishing port is not less than 40,000 tons, the effective covered water area of the port is not less than 300,000 square meters, the length of the dock is not less than 400 meters, the land area is not less than 100,000 square meters, which can meet the needs of more than 600 large, medium and small fishing boats for anchorage, shelter and supply, and the comprehensive wind protection level of the fishing port is above 11 level.
 3. Construction layout. The focus is on building 47 central fishing ports and 60 first-class fishing ports in the southeast coastal areas of Shanghai, Zhejiang, Fujian, Guangdong, Guangxi and Hainan, and 13 central fishing ports and 20 first-class fishing ports in the Yellow Sea and Bohai Sea area of Liaoning, Hebei, Tianjin, Shandong and Jiangsu.
 Iii. Safeguard measures
 1. Strengthen policy support. Agricultural and rural departments at all levels strictly implement the requirements of the "14th Five-Year Plan for National Fishery Development" and the "National Plan for the Construction of Coastal Fishing Ports (2018-2025)", promote the development of facility fisheries into the important agenda of local governments, implement the current support policies related to fishery development, and coordinate the implementation of projects. Develop diversified financing methods for facility fisheries, and promote the expansion and upgrading of fishery insurance. Strengthen the communication and coordination between agriculture and rural areas and the relevant departments of finance, science and technology, ecological environmental protection, and natural resources, form a joint force, effectively guarantee the development needs of facility fishery land (water), sea use, environmental protection, finance, and finance, and jointly promote the accelerated development of facility fishery.
 2. Strengthen scientific and technological support relying on institutions of higher learning, research institutes and backbone enterprises to integrate scientific research resources, establish research and development platforms and technological innovation alliances, and strengthen research on the commonality of facility fisheries and key technologies. Focus on the iterative upgrading of aquaculture facilities and equipment, water quality treatment, automatic precision feeding, remote monitoring and control, accurate management and control of pond aquaculture and efficient capture, deeper off-shore large-scale intelligent aquaculture, industrial circulating aquaculture and other new equipment research and development, to promote collaborative innovation. Formulate and improve technical specifications and standards related to facility fisheries, and guide the standardized development of facility fisheries. Strengthen the support for new operators of facility fishery, strengthen the knowledge training of fishery facilities and equipment, and expand the personnel team of facility fishery.

 3. Strengthen publicity and guidance. Select a group of advanced, efficient and applicable facilities and equipment technologies, give full play to the role of the grass-roots aquatic technology promotion system, carry out the integration and demonstration of the technical model of facility fishery aquaculture, and create a model for the development of facility fishery. Summarize the good experiences and practices in the construction of facility fishery, make full use of various media resources, innovate the forms and contents of publicity, set up a model, expand the influence, and create a good social atmosphere to promote the development of facility fishery.
