On June 15, the Ministry of Agriculture and Rural Affairs held a national modern facility agriculture construction promotion meeting in Qingdao, Shandong province. Heads of agricultural and rural departments in Shandong, Hebei, Shanghai, Jiangxi, Gansu and Yunnan made typical speeches at the meeting. The following are excerpts of the speeches for reference.

Shandong: Fully promote the high-quality development of modern facility agriculture

First, strengthen policy guidance, and continue to promote the upgrading of modern facility agriculture

Shandong gives full play to the advantages of the early start of facility agriculture, strengthens policy integration and demonstration drive, and continuously improves the level of facility agriculture construction. We have implemented the plan to revitalize efficient agriculture with special characteristics, and invested 16 billion yuan since 2010 to support the improvement of facilities for vegetables, fruits, and edible fungi. The number of greenhouses in the province has reached 3.365 million, with a total area of 3.6 billion square meters, accounting for 18% of the country. The standardization demonstration of livestock and poultry breeding has been established, the allocation rate of livestock and poultry waste treatment facilities in large-scale farms has reached 100%, and 80% of broilers and 90% of laying hens have realized three-dimensional and mechanized breeding. We will formulate plans for "Marine granaries" and "Marine pastures", and vigorously develop industrial and far-reaching Marine equipment farming. The province's industrial aquaculture water body is nearly 18 million cubic meters, accounting for 37% of the country's annual output; It has built 67 national-level Marine pastures, more than 2,200 gravity deep-water cages, and 25 sets of large-scale and far-reaching Marine aquaculture equipment.

Second, strengthen scientific and technological support, and continue to enhance the development momentum of modern facility agriculture

We will coordinate scientific research in agriculture, machinery, materials, and information, and carry out cross-industry scientific research cooperation to inject strong momentum into the development of facility agriculture. We will implement the seed improvement project and the revitalization plan for the seed industry, and work hard on innovation in the seed industry. The localization rate of vegetable seeds reached more than 80%; The supply capacity of white feather broilers and laying hens accounted for 30% of the country, and that of ducks accounted for more than 45%. Gradually crack the South American white shrimp and other provene-source "jam neck" problem, Stichopus japonicus seedlings accounted for 60% of the domestic market. Relying on the modern agricultural industrial technology system in 27 provinces, efforts are made in the research and development and promotion of key technologies, and extensive experiments and demonstrations and technical training are carried out. The greenhouse vegetable cultivation "Shouguang technology" radiates 70% of the province and 50% of the country. We will promote the application of technologies such as the Internet of Things, big data, and intelligent control, and work hard to develop digital agriculture. A number of "digital seedling factories" and "smart greenhouse" have been built; Large and medium-sized livestock breeding and processing enterprises have generally completed the digital transformation of the whole chain; Marine ranches and large deep-water cages have basically achieved digital control.

Third, strengthen integrated development, and continue to improve the overall efficiency of modern facility agriculture

The capacity advantages of the primary industry will be extended to deep processing, prefabricated vegetables, leisure agriculture, and rural e-commerce, and the integration of the three industries will be improved. To deepen the industrialization of agriculture, there are nearly 10,000 agricultural product processing enterprises above designated size in the province, and more than 85% of farmers participate in the industrialization of agriculture. Strengthen the specialized and socialized production services of facility agriculture, and the specialized service team has covered all aspects of facility construction, seed supply, planting and breeding management, processing, storage and transportation, and marketing. Strengthen brand building, the emergence of Shouguang vegetables, Yellow estuary hairy crabs and other well-known regional public brands 81, enterprise product brands 700, calling the "good product Shandong" golden sign.

Fourth, strengthen the green concept, and continue to enhance the sustainable development capacity of modern facility agriculture

We will accelerate the development of facility agriculture in the direction of standardization, economization and recycling. We will improve the green standard system for facility agriculture, promote standardized production, and realize that major "vegetable basket" products have standards to follow. Relying on the National Vegetable Quality Standard Center jointly built by the Ministry and province, we took the lead in establishing the solar greenhouse standard system. The integrated technology of water and fertilizer has achieved full coverage in facility planting, the application rate of precision environmental control and precision feeding equipment in pig, poultry and dairy farming has reached 85%, more than 90% of livestock and poultry manure has been utilized as resources, and more than 80% of facility aquaculture has realized the utilization of circulating water.
